SC DES Asbestos Permits, Explained

What South Carolina requires before renovation or demolition.

This is a plain-language overview, not legal advice. Rules change — confirm current requirements with the South Carolina Department of Environmental Services (SC DES), which took over environmental programs from SC DHEC in July 2024. TODO: verify regulation citations/fees against current SC DES asbestos program pages before launch

Who regulates asbestos in SC?

The SC DES asbestos program administers the state asbestos regulation (R.61-86.1) and the federal NESHAP asbestos rules. It licenses asbestos professionals (inspectors, supervisors, workers, contractors) and handles project licensing and demolition notifications.

When is a project license or notification needed?

Generally, removing regulated quantities of asbestos-containing material from most buildings requires a licensed contractor and a project license/notification filed in advance with SC DES. Demolition of most structures requires notification even if no asbestos is found. Some owner-occupied single-family residential work is treated differently — check with SC DES for your situation.
